Best Value is the programme central government put in place to help councils improve. A wide range of targets, known as Best Value Performance Indicators, or BVPI’s, were put in place across all council and ALMO services to measure their performance. This includes key service areas covered by East North East Homes such as rent and arrears collection, repairs and empty property management.
Local Performance Indicators
As well as monitoring Best Value Performance Indicators, also known as BVPI’s, East North East Homes Leeds also collects information on a wider range of housing services. These are known as Local Performance Indicators, or LKPI’s. The information collected from LKPI’s, as well as the information collected in Best Value Performance Indicators, allow us to plan for the future and to tackle problems quickly. The information is used to help draw up the East North East Homes Leeds Service Improvement Plan, which sets targets for all housing services.
The value of having performance indicators means that they allow us to
- Provide reliable information about company performance
- Allow weekly, monthly, quarterly, annual and year on year comparisons
- Allow comparison with other ALMO’s leading to the identification of service improvements
- Enable benchmarking, realistic and achievable but stretching target setting
- Identify trends and inform the direction of improvement exercises and service development
- Publicise and present information to customers in a clear manner thus increasing the accountability of the company in line with the latest reviews in Housing.
From April 2008 a new suite of 198 National Indicators were launched by the Government which replace the former BVPI’s. These are less about performance in terms of figures and more about delivering outcomes to improve the quality of life for local communities.
