The new national Performance Indicators from April 2008 are much more outcome focused customer ‘perception’ of quality of life measures which are to be captured by means of a new Place Shaping survey .
The indicators a grouped within the following outcome bandings:

These demonstrate a clear move away from the type of measures related to the previous Best Value Performance Indicators.
The Place Shaping survey questionnaire is out for consultation and it is unlikely the survey will be carried out until 2009 at the earliest so for the purpose of continuity and consistency all the previous BVPI’s are required to be monitored and reported until an effective means of measuring the new PI’s has been implemented.
To this we will widen our range of qualitative indicator measures in 2008/09 to ensure we are measuring the elements of the service that deliver better outcomes and are helping to improve the quality of life for our communities.
