The Inner East Area Panel can apply for funding for environmental or community schemes which will be of benefit to the Richmond Hill, Burmantofts, Harehills and Gipton areas.
This funding can be obtained through Estate Investment Bids (see the form to the right of this page).
The Community Development Officer will consult with affected residents and work closely with relevant agencies to ensure the scheme will have a positive effect on the area.
Completed schemes are then presented to the Area Panel for approval, rejection or referral for further development.

Estate investment bids
Burmantofts Senior Action
have recently been awarded £1000 from the area panel to support their gardening scheme. The scheme clears and tidy’s the gardens of elderly tenants aged over 6o or 55 if disabled, who other wise would not be able to maintain their garden. Users of their scheme have: grass cut, borders weeded, hedges and plants pruned and generally tidied up.
Youth Basketball Project
Leeds Tigers requested funding support from the Area Panel towards a Basketball project in Burmantofts aiming to divert young people away from the streets and encourage them to take part in sporting activities. The Area Panel funded £840 towards the project which will assist them to buy kits and hire rooms and coaches for the sessions.
Learning Centre Development - St Vincents Support Centre
St Vincents Support Centre approached all four Area Panels to request funding for their learning programs. They currently support 700 people per year with debt advice, counselling and learning support and are based in the Richmond Hill Area. They wanted to increase their learning support and develop new classes to help tenants and residents become more involved in the local community and decision making processes. The panel funded £6000 towards the cost of sessions, administration, volunteer development and room hire. If you would like to enquire about attending a course please call 2484126.
Aysgarth Place Green Space
A bench in the green space at Aysgarth Place was broken and in need of replacing. The Area Panel funded £635 to remove the old broken bench and replace with new a new safe one.
Saxton Gardens Bins
Saxton Gardens Residents’ Association requested three new litter bins to be installed at the blocks as litter was becoming an issue. The Area Panel funded £600 for the three bins.
Burmantofts Burglary Reduction Scheme
A request was made to the Area Panel to allocate £7,500 towards a Burglary Reduction Scheme across Burmantofts and Richmond Hill. These areas currently have the highest rate of burglaries across the city. Safer Leeds were able to match fund the money allocated making a grand total of £15,000. It is proposed that the funding will be used to purchase the following:
- Euro profile locks inc. fitting - £7,500
- 200 x Sash jammers inc. fitting to prevent sneak in burglaries - £3,000
- Crime prevention materials to be given out as part of high visibility evening patrols involving partners - £3,500
- Burglary awareness event, which will provide practical advice and guidance to reduce the opportunity of people becoming victims of crime £1,000
A number of partners have already provided their commitment to an action plan (which will include giving advice to residents living in the most vulnerable streets) including East North East Homes Leeds, West Yorkshire Police, CASAC and Youth Offending Service. The action plan will be monitored and implemented by Safer Leeds and East North East Area Management Team.
St Augustine’s Sheltered Scheme
The local group at the St Augustine’s invited me down to discuss their issues. This involved a range of antisocial behaviour issues which was affecting these older and vunerable tenants. They successfully managed to bid and receive funding from the Inner East Area Panel for a new CCTV system. This system has been installed and has been very well received by the residents.
Epiphany Church Community Garden
The Inner East Area Panel part funded the community garden which is being developed at the Epiphany Church Hall, this will be a garden that the local scout groups and older people can work on, and should add an extra dimension to a community venue that is used virtually every day on behalf of the community. The local coffee morning which has a high number of disabled tenants participating should particularly benefit from being held in the garden on occasion when the weather is nice.
LACON Event
The Inner East Area Panel were once again proud sponsors of the Leeds African Cup of Nations, which was once again hosted at Thomas Danby College. This event was a great success once again and had representation from the Inner East Area Panel on the day to see what a success it was. It was great to see so many different communities competing together in such a relaxed and enjoyable atmosphere.
Harehills Festival Youth Forum
A bespoke youth forum was set up with young people from the Harehills area to help plan parts of the Harehills Festival. These young people came together and decided on a number of activities they would like to see at the event including a Talent part of the festival and various workshops. The £500 provided by ENEHL attracted another £1100 from other partners as well for this group to managed.
Harehills Equality and Diversity Event
We worked very closely with a number of schools in the Harehills area to promote the values of equality and diversity at a local community event in the Harehills area. It was held at Hovingham Primary School and attracted over a hundred local residents many of which had young children who enjoyed the day. Partners include a range of local community organisations agencies and schools and included people from the Gypsy and Traveller communities.
Summer Sports Programme 2011
The panel have funded a programme of sport for the Gipton / Harehills area, with 19 children turning up for the first session at Harehills park (the basketball courts), with the Leeds United coaches. There will be a further session organised including street dance, football and rugby. If the programme is successful over the summer, then we hopefully we will extend this programme onto the future (kindly provided by Community Sports and Positive Futures).
Playdale Farm Trip
The Friends of Lincoln Green took a large group of children from the local area to Playdale Farm near Filey. This is a working farm and petting zoo; the trip allowed children from inner-city areas to see animals in a rural setting, possibly for the first time. The requested funding covered admission for 70 people (including adult supervisors – the farm has agreed to reduce the normal admission charge to £4 per person) as well as the hire of two coaches with drivers and food for the day.
Shakespeare Planters
7 wooden planters have been installed behind the Shakespeare Tower blocks.
Aysgarth Green Space
The green space between Aysgarth Place and Aysgarth Walk had become overgrown, was unattractive and unsuitable for children to play in. Rubbish had been dumped in the area over a period of time and there were prickly shrubs and a broken bench which was potentially unsafe. This bid aimed to clear the rubbish and shrubs, cut the grass and generally tidy the area in order to make this back into a community meeting space and play area.
Lark in the Park
Lark in the Park is a family event for the neighbourhoods adjacent to East End Park. It is a partnership project between local groups (Friends of East End Park, Community Unity), Council departments (ENEHL, Area Management, Youth Service, Parks and Countryside) and third sector organisations (Zest Health for Life, Extended Services, RHEA). It was held on 23rd July 2011, with many different activities on offer including inflatables, a mini-Breeze, children’s games and races, workshops on music and art and performances. The Area panel funding contributed to paying for the activities on offer, refreshments, insurance, prizes etc.
Haslewood Hub Noticeboard
The Area Panel purchased a notice display case for the Haslewood Hub to allow groups to advertise their activities to the community. A range of activities are currently being run at the Hub but these are under-used due to lack of publicity; the provision of a display case will enable young people and those in need of help with English classes etc. to know what help is available.
Gipton Together Trophy Cabinet
Gipton Together is a young people’s dance group. They have been winning lots of awards and trophies and wanted somewhere to display them to the community. The Area Panel funded the cost of this cabinet for the group.
Getaway Girls Training Course
Getaway Girls enables young women to build confidence, develop new skills and take positive risks in an environment which offers co-operation and support. We achieve this using an innovative combination of activities. These include adventure education; creative arts, sports development and issue based group work to encourage everyone to reach their full potential. The Area Panel funded 3 ‘Introduction to Youth Work’ training courses for 12 young people.
Getaway Girls Intergenerational Project
Getaway Girls in partnership with the Grandparents Association and SKIPCO would like to establish an intergenerational project in Gipton/ Harehills which aims to bring 3 generations of women together to learn from each other and produce a photography display and banner focusing on women / motherhood in GIpton/ Harehills. The banner and photographs will be displayed at Gledhow Wing at St James' Hospital. A group of 20 women will meet at Getaway Girls base from October 2011 - March 2012 to share their stories of past, present and future and produce the exhibition.
Torre Sign
The Sumries Residents Association maintain a planted Area on their estate. It was recently vandalised so the Area Panel funded a bright new one.
Saxton Gardens Litter Bins
Residents at Saxton Gardens Tower Blocks requested three new litter bins which the Area Panel agreed to fund.
Leeds Tigers Basketball Project
Leeds Tigers is a charity which aims to provide educational and sporting opportunities for inner city youths to learn life skills through playing basketball. They are working at Primrose Academy in the Burmantofts area and David Yound Academy in Seacroft are asked for funds to continue their successful project. The Area Panel part funded this project as they felt it was important to provide diversionary activities to young people in the community.
