Environmental Estate Management

Estate Management is a term used to describe a wide range of services relating to the management of housing estate areas across ENEHL.

Environment

We aim to provide a clean and pleasant neighbourhood for you to enjoy.

We carry out regular Estate Walkabout Inspections to make sure we know about any problems in our neighbourhoods, such as graffiti or neglected gardens.

We invite members of local Resident and Tenant Groups to join us on the walkabouts and to monitor the action we then take. We routinely  inspect communal areas in blocks of flats and ensure these are kept clean and well-maintained.    

We work closely with Leeds City Council to ensure our services work  in conjunction with public services that you receive through your council tax. We  also carry out joint action such as estate clean-up days. Our Area Panels hold an environmental budget so that tenant representatives can choose  which areas of work require  funding.

We work with contractors and Leeds City Council to ensure that you receive a good environmental service:

  • Grass cutting is carried out by our grounds maintenance contractor Continental Landscapes.
  • Removal of dangerous trees is carried  out by  Forestry or our contractor.
  • Cleaning in blocks of flats is carried out by Property Maintenance Cleaning acting as our contractor.
  • Rubbish collection, graffiti removal and street cleansing are the responsibility of  Streetscene Services, Environments and Neighbourhoods, Leeds City Council.

Our contractors do not collect grass clippings after cuts as this would make the service too expensive and reduce the amount of grass cutting we can do. They will, however, blow grass clippings off pathways as required.

Environmental Services promise on our estates, we or  our contractors will:

  • Carry out regular Estate Walkabout inspections, inviting tenant representatives and publishing dates on our website and in our offices.
  • Investigate any complaints about the appearance of neighbourhoods or communal areas and take appropriate action. This can include removing abandoned vehicles and removing graffiti.
  • Maintain shrub beds, verges and grassed areas by keeping them tidy and cut grass regularly in summer.
  • Keep communal areas in flats and sheltered housing clean and well-maintained.
  • Take action against tenants who do not help maintain their environment, including charging for cleaning up neglected gardens and overgrown hedges.

Environmental Service Standards : Targets you can measure:

  • We will cut grass regularly between March and October
  • We will control weeds by spraying verge edges and paved surfaces once in Spring and once in Summer.
  • We will cut hedges that are our responsibility at least twice a year.
  • We will remove any offensive, racist or obscene graffiti within one working day of being informed about it.
  • If you report a problem in your neighbourhood we will let you know within 10 days what action we are taking.

Environmental Services:  What you can do to help

  • maintain your garden regularly
  • report any fly tipping or illegal dumping with as much detail as  possible
  • report vandalism
  • dispose of your waste correctly
  • keeping your own garden tidy and pruning back any large hedges or shrubs
  • maintaining your fencing
  • putting the correct rubbish in your wheelie bin and ensuring your bin is returned into your garden as soon as possible after refuse collection.

We have 24 Environmental caretakers and they usually work as a three or four person team on tipper vehicles.

Our teams are headed by Anne-Marie Broadhead, Estate Services Manager with four Team Leaders, Robert Double, Carol Collins , Andrew Newell and Mark Jones.. Together with the teams and support staff we will make sure the environment around your home is kept neat, tidy and litter free.

The Environmental Caretaking  Teams are  part  of improvements centred on the environment which are being introduced to improve the housing service you receive.

Environmental Caretakers will:

  • Arrange removal of bulky refuse from communal areas (low rise and high-rise flats);
  • Assist and organise street clean-ups;
  • Be easily identifiable and accessible;
  • Encourage and develop tenant involvement in litter prevention;
  • Help solve problems in 'Hot Spot' areas;
  • Provide Links with Leeds City Council services;
  • Remove litter;
  • Work with tenants, leaseholders and community groups to address environmental concerns;
  • Work alongside the Anti-graffiti team to remove graffiti in your area.
  • Reduce the amount of rubbish which goes to landfill by recycling wherever possible.

We provide a gardening service for elderly tenants that meet specific criteria and  vulnerable and disabled tenants who have no other assistance. Gardens for qualifying tenants will be cut back and cleared once a year.  Any referrals will be completed within six weeks from the date of acceptance.
